Procurement Processes for Requisitioners

Resource materials are classified into two categories

  • Learning & System Guidance and Checklist Curriculum

    Get best practice materials for understanding the procurement business processes and use of the RIFANS system for procurements. The comprehensive RIFANS Requisitioner Manual is accompanied by stand-alone RIFANS Instructions and Checklists for high-use processes, or to provide clarity in areas where we recognize frequency in problematic requisitioner submissions. Other Procurement Process Instructions and Guidance materials are available resources, such as the Emergency Procurements Protocols and the Small Purchases Delegated Authority Use Form.

  • Processing & Action Repository

    Get the Forms and Templates you need to get the job done. For instance, the RIFANS Change Order Form and Instructions, the Delegated Authority Small Purchase Authorization Form, and the RLC - Request to Retain Legal Counsel.

  • All Curriculums begin with Pre-Requisite PROC 101 | Rhode Island Division of Purchases (ri.gov)

If you are a Requisitioner who also manages contracts, and/or prepares RFPs/RFQs/RFIs, or performs the mini-bid process, please proceed to the PROC 301 - Contract Manager and/or PROC 401 - Procurement & Solicitation Roles curriculum(s).

Because each Curriculum is designed to provide all materials that meet the Learning and Actions associated with that specific procurement role, you may see some materials cross over between Curriculums.
