"CMAR" is the acronym for “Construction Manager at Risk.” 

Under the CMAR method of construction management the State selects a contractor during the design phase of a public works project after thorough evaluation of the contractor’s previous experience and total costs/fees (guaranteed maximum price) for the project. The CMAR contractor is required to provide a number of essential services during the design phase of the project, including: constructability reviews, cost estimates, scheduling, etc.

During the construction phase of the project the CMAR contractor assumes the role of general contractor by bidding out all the necessary material, equipment, and trade subcontracts so as to deliver the project on time and on budget.
