Ocean State Procures (OSP) Welcome to OSP! Ocean State ProcuresTM (“OSP”) is the State of Rhode Island’s eProcurement system currently in use for vendor registration, solicitations, and awards. OSP benefits for public-facing users include: The Bid Board is where the public can view solicitations and award documents. The Contract Board is where the public can view Master Price Agreement (MPA) contract awards and MPA user guides. The View Award Reports functionality while viewing Bid Board Solicitations provides for Bid Opening Report, Tentative Selection and Final Award documents, providing visibility to documents previously requested through the APRA request process. OSP benefits for vendors include: Vendor Registration that is self-managed and provides login credentials. Vendor Registration allows bidders to download required bid documents, to submit questions, and to submit bid responses online. Most essential is the systems' ability to promote statewide procurements and transparency through open and equal access to opportunities for new and existing vendors alike, including local and minority and women-owned businesses (MBE's).
